Goethe B1 for German Citizenship: What You Actually Need in 2026
German citizenship (Einbürgerung) requires proof of German at level B1 — the same level the Goethe-Zertifikat B1 certifies. Since the 2024 reform you can usually apply after five years of residence (three in special cases). This guide explains what counts as proof, the exact level, and how to prepare.
If you are planning to become a German citizen, the language requirement is one of the few boxes you can fully control in advance. Unlike residence periods or paperwork, a B1 certificate is something you can earn on your own timeline. Here is exactly what the rule says, which certificates satisfy it, and the fastest realistic way to get there.

Does German citizenship require a B1 certificate?
Yes. Naturalisation under §10 of the German Nationality Act (Staatsangehörigkeitsgesetz, StAG) requires “ausreichende Kenntnisse der deutschen Sprache” — “sufficient knowledge of German.” The law defines this as level B1 of the Common European Framework of Reference (CEFR). In practice, that means you must present a recognised document showing you have reached B1.
The language requirement is separate from the Einbürgerungstest (the “life in Germany” knowledge test of 33 questions). You generally need both: the language proof and a passed Einbürgerungstest. This article is about the language half.
Which German certificates are accepted for Einbürgerung?
Any certificate that proves level B1 is generally accepted. The most common are:

A German Schulabschluss (school-leaving certificate) or a completed course of study in German can also satisfy the requirement. Because the final decision rests with your local authority, it is worth asking them which documents they accept before you book an exam.
What changed with the 2024 citizenship law?
The reform of German nationality law (Gesetz zur Modernisierung des Staatsangehörigkeitsrechts) took effect on 27 June 2024. The changes most relevant to applicants:
- Five years instead of eight. The standard residence period before you can apply dropped from eight years to five.
- A three-year fast track for people with special integration achievements — but this route asks for C1 German plus further criteria, not B1.
- Dual citizenship is now generally permitted, so you usually no longer have to give up your original nationality.
For the ordinary five-year route, the language level is unchanged: B1. Only the accelerated three-year route raises the bar to C1.
B1 for citizenship vs. permanent residence
B1 also appears in a second, separate context: the Niederlassungserlaubnis (permanent residence permit), which typically requires B1 as well. The two are different legal steps — permanent residence is an indefinite right to stay, while naturalisation makes you a citizen — but the language level you prepare for is the same. If you reach a solid B1, you have cleared the language hurdle for both.
How to prove your B1 — and how to prepare
The path is straightforward: reach B1, sit a recognised B1 exam, and submit the certificate with your application. Preparation is where most people lose or save months. Three things that consistently help:
- Practise the exam format, not just “German.” The B1 exams reward familiarity with their specific task types and timing. Knowing what each part asks before exam day is one of the biggest predictors of passing.

- Close vocabulary gaps deliberately. The B1 word list is finite; working through it is one of the highest-return uses of study time.

Do you need B1 German for German citizenship?
Yes. Naturalisation under §10 StAG requires “sufficient knowledge of German,” defined as CEFR level B1. You prove it with a recognised B1 certificate such as the Goethe-Zertifikat B1, telc Deutsch B1, ÖSD Zertifikat B1, or a DTZ passed at B1.
Which certificate is best for Einbürgerung?
There is no single “best” — Goethe-Zertifikat B1, telc Deutsch B1 and ÖSD Zertifikat B1 all certify the same CEFR level and are all accepted. Choose by what is offered near you and when. Confirm the accepted list with your Einbürgerungsbehörde first.
Does my Integrationskurs (DTZ) count for citizenship?
It counts if you passed the Deutsch-Test für Zuwanderer at B1. The DTZ reports either A2 or B1; only a B1 result meets the naturalisation language requirement. If your result was A2, you will need to reach and certify B1 separately.
Is it B1 or C1 that citizenship requires?
B1 for the ordinary five-year route. C1 only comes up for the accelerated three-year route introduced in 2024 for special integration achievements, which also has extra criteria.
